ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $333,500 with Teague Nall & Perkins, Inc. to provide consulting engineering services for the Glen Oaks Drive and Ridge Road Roundabout Project (ST2230) and authorizing all necessary change orders under said contract up to an aggregate contract amount, inclusive of any change orders, not to exceed $380,000.

 

BACKGROUND INFORMATION: 

                     In 2019, the Engineering Department contracted with Kimley-Horn and Associates, Inc. to identify feasible locations for roundabout intersections citywide. The study identified the intersection of Glen Oaks Drive and Ridge Road as roundabout candidate.

                     In 2020, an Intersection Control Evaluation (ICE) for the Glen Oaks Drive and Ridge Road intersection was completed by Kimley-Horn and Associates, Inc. The analysis performed an analysis of maintaining the intersection as an all-way stop controlled, retrofitting into a roundabout, or installing a traffic signal. Based on all the factors analyzed, the report determined that a retrofit of this intersection into a multi-lane roundabout provides the best long-term solution, improves intersection safety, and provides adequate level of service for projected traffic volumes.

                     Conceptual renderings of the planned improvements were developed and are included as an attachment in this agenda item.

                     Upon completion of the ICE report, the Engineering Department shared the recommendation with Stonebridge HOA and incorporated the recommended improvements in the Capital Improvement Program (CIP).

                     City staff conducted an informal Request for Qualifications (RFQ) for the design of the Glen Oaks Drive and Ridge Road Roundabout using firms previously prequalified under the Traffic Engineering On-Call 21-19 RFQ, Category III - Roundabout Design.

                     Teague Nall & Perkins, Inc. (TNP) submitted a response to the informal RFQ and was deemed the most qualified firm to provide engineering design services for the project.

                     TNP submitted a proposal for engineering services for the project in the amount of $333,500 which as been reviewed by staff and is recommended for approval. The scope of services generally includes the following elements:

o                     Design and bid phase services to develop construction plans and specifications for the conversion of the intersection of Glen Oaks Drive and Ridge Road from a stop-controlled intersection to a multi-lane roundabout.

o                     Special services including surveying, right-of-way document preparation, subsurface utility engineering, geotechnical investigation, TDLR coordination for ADA compliance, public involvement, and limited construction administration services.

                     The preliminary opinion of probable construction costs (OPCC) is $1,275,000.

                     The fee for basic services is $194,500 (15% of the OPCC) and the fee for special services is $139,000 (11% of the OPCC).

                     Design services are currently planned to be expedited to initiate construction as soon as Spring 2023 in order to minimize construction impacts in the vicinity of Glen Oaks Elementary School. In the event it is determined that this schedule is not feasible, construction would be delayed until the following year (Spring 2024).

 

FINANCIAL SUMMARY: 

                     This Resolution authorizes a contract and any necessary supplemental agreements with Teague Nall & Perkins, Inc. for an amount not to exceed of $380,000.

                     With approval of this item, $20,000 will remain in project ST2230.

                     The adopted FY22 Budget includes $2,000,000 future revenue bonds for construction.
