RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution to accept and implement the grant award to fund the enhancement of specialized teams for the City of McKinney.

ITEM SUMMARY:
* The UASI program focus is to support state and local efforts to prevent terrorism and other catastrophic events and to prepare the nation for the threats and hazards that pose the greatest risk to our security.
* Local governments have the primary responsibility for preventing, protecting against, responding to, and mitigating incidents and attacks in their jurisdiction.
* This project will address the National Priority Area for Soft Targets and Crowded Places (ST-CPs).
* This project to enhance specialized teams will expand protective measures at ST-CPs, lessening their vulnerability to attack. The acquisition of specialty carts to respond and move assets quickly will reduce the risk and impacts of attacks at ST-CPs increasing community resilience.

BACKGROUND INFORMATION:
* The UASI program grant award has been sought annually by the City of McKinney to help mitigate, prepare for, respond to, and recover from man-made, and technological threats and hazards.
* The Department of Justice FBI Active Shooter Incidents in the United States in 2021 report designated 61 active shooter incidents. Nineteen of the 61 incidents occurred in open space locations reflective of ST-CPs.
