ITEM SUMMARY:

                     This Ordinance will:

o                     Remove the reduced speed school at the intersection of Alma Road and Silverado Trail, and the associated designated crosswalk location for Comstock Elementary School, as established in the Code of Ordinances.

o                     Modify the direction of the reduced speed school zone from south to north of Vineyard Lane along Woodson Drive in Ordinance Section 62-294 (3) for Rueben Johnson Elementary School to reflect actual location within the field.

BACKGROUND INFORMATION:

In December 2012, a reduced speed school zone with a designated crosswalk location was created at the signalized intersection of Alma Road and Silverado Trail for Comstock Elementary School students that reside in the Aspendale neighborhood. The remainder of the students that reside on the west side of Alma Road attend Ogle Elementary School.

The primary purpose of a reduced speed school zone is to improve safety for student pedestrians at crosswalk locations.  Over the last several years there has not been any students crossing at this intersection to attend Comstock Elementary School. As such, Frisco ISD chose to remove the crossing guard at this intersection of Alma Road and Silverado Trail.

City Staff left the reduce speed school zone in operational at this intersection over the last several years without a crossing guard and observed there were no students crossing.  With Frisco ISD removing the crossing guard, City Staff and Frisco ISD recommend removal of the designated crosswalk at the intersection as well as the associated reduced speed school zone on Alma Road and Silverado Trail.

This Item will also revise Section 62-294 (3) of the Code of Ordinances for Rueben Johnson Elementary School to reflect the actual location of the existing reduced speed school zone signage along Woodson Drive, north of Vineyard Lane, as signed in the field.

FINANCIAL SUMMARY:

Funds to modify the reduced speed school zone units and other traffic control devices related to the school zone modifications for Comstock Elementary School are available in the operating budget of the Engineering Department.
