ITEM SUMMARY: 

                     The City of McKinney is a recipient of Emergency Rental Assistance Program (ERAP) Funding from the Department of Treasury through Collin County to prepare for, respond to, or prevent the Coronavirus, and to use funding to benefit low-to-moderate income households and persons, who meet the following criteria:

o                     Renters with incomes of up to 80% of area median income (AMI); and

o                     One or more individuals in the household has qualified for unemployment benefits or can attest in writing that they have a reduction in household income, incurred significant costs, or experienced significant other financial hardship due to the coronavirus pandemic; and

o                     One or more individuals in the household can demonstrate a risk of experiencing homelessness or housing instability which may include a past due utility or rent notice or an eviction notice; or unsafe or unhealthy living conditions; or other evidence of such as determined by the grantee.

                     Under this program, Catholic Charities has been acting as a subrecipient of the City of McKinney, providing case management and application services for the funding. 

                     The program will be closing September 1, 2022.  There are $180,000 in unused program delivery funds that can be utilized for direct services to clients.  This requires an amendment to the contract with Catholic Charities to move funds between the two categories.

                     $65,000 in unused program delivery grant funds allocated to the City of McKinney will also be used for direct services to clients. This does not require a contract amendment as it is only moving funds from one internal account to another.

                     For COVID related grant assistance, there has been a total of $8,486,423 awarded to Catholic Charities through Collin County Department of Treasury funding and $1,006,150 through Department of Housing and Urban Development Coronavirus response funding.

 

BACKGROUND INFORMATION:

                     In February 2021, Agenda Item # 21-0169, City Council approved an allocation of $4,937,781 to provide direct services (rental and utility assistance) and $438,914 for program delivery from the Treasury funds, through Collin County.

                     In December 2021, Agenda Item #21-1076, an additional program allocation of $3,000,000 was transferred to the City of McKinney by Collin County. $300,000 was added to Catholic Charities program delivery with the remainder going to direct services.

                     $109,728 was allocated to the City of McKinney to provide program delivery.

 

FINANCIAL SUMMARY: 

                     There is no financial impact to the General Fund.  Treasury Round Two COVID-19 Emergency Rental Assistance Program (ERAP) Funds are tracked under fund 083.
