ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Ragle, Inc., for the construction of the Collin McKinney Parkway (Lake Forest Drive to Tina Drive) Project (ST1841) for a total contract amount not to exceed $10,650,000.00.

 

BACKGROUND INFORMATION:

                     Kimley-Horn and Associates, Inc. prepared the construction plans for the Collin McKinney Parkway (Lake Forest Drive to Tina Drive) Project (ST1841).

                     Collin McKinney Parkway is currently identified as a four-lane divided greenway arterial (G4D Classification) per the Master Thoroughfare Plan.

                     The project will include construction of the remaining westbound lanes (north side) as well as the proposed eastbound lanes (south side) of the roadway.

                     In addition to the roadway extension, the construction will include installation of median lighting along the length of the roadway as well as constructing an eastbound bridge at Cottonwood Creek along with modifications to the existing westbound bridge. A 10-foot trail will also be added along the roadway and under the bridges.

                     Construction will also include installation of a traffic signal at the intersection of Collin McKinney Parkway and Hardin Boulevard, and modifications to the traffic signal at the intersection of Collin McKinney Parkway and Lake Forest Drive.

                     The City issued an Invitation to Bid (22-42CC) to solicit responses from qualified contractors for the Construction of Collin McKinney Parkway.

o                     1152 matching eBid Supplier Notifications which included fifty-two (52) Historically Underutilized Business (HUB) suppliers.

 

                     Out of 1152 supplier notifications, five (5) bids were received and opened by Procurement Services on September 19, 2022. The following is a summary of the bids:

                     * Includes Base Bid and Alternate Bid

 

                     Ragle, Inc. submitted the low bid in the amount of $9,398,679.58 for the Base Bid and $244,005.00 for the Alternate Bid. The Engineer’s Opinion of Probable Construction cost for the base bid was for a total of $10,200,000.00.

                     Ragle, Inc. submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation.

                     Based on the low bid received, the award amount will include the Base Bid and the Alternate Bid. The Alternate Bid is for installation of the traffic signal at the Collin McKinney Parkway and Hardin Boulevard intersection.

                     The contract documents require that this project be substantially completed within 365 calendar days after issuance of the Notice to Proceed, which is expected to be issued in December 2022. Construction is expected to be complete by January 2024.

                     All right-of-way and easements have been acquired for this project to construct the proposed improvements.

 

FINANCIAL SUMMARY:                     

                     This Resolution authorizes a contract and all necessary change orders with Ragle, Inc., for an amount not to exceed $10,650,000.

                     With the approval of this item and accompanying items for the Collin McKinney Parkway (Lake Forest Drive to Tina Drive), $330,324.78  will remain in Project ST1841.
