RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.
ITEM SUMMARY:
* This Resolution provides support of the Orange Alternative for the extension of Spur 399 from US 75 to US 380 freeway alignments (depicted as on "Exhibit A").
BACKGROUND INFORMATION:
* TxDOT conducted a Public Hearing on November 10, 2022, to present the results of the Environmental Impact Statement (EIS) and release the selection of the preferred alignment.
* The Orange Alternative, located east of McKinney National Airport, was selected as the preferred alternative.
* TxDOT's evaluation matrix was presented at the public hearing and quantified the results of their analysis.
* The public comment period is open until December 10, 2022.
* The final EIS, including a record of decision (ROD) is expected in Spring 2023. After the ROD is issued, TxDOT can begin acquiring right-of-way, proceed to final design, and begin relocating utilities.
* The cost of the Orange Alternative is estimated to be a total of $755 million dollars.
* City Council has previously adopted Resolution No. 2019-10-128R, stating that the proposed alignment should be adjusted to travel south and east of the McKinney National Airport.
