RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes a supplemental agreement with BGE, Inc. to provide additional professional engineering services for the design of the East Louisiana Street Infrastructure Improvements (CIP Projects ST1817, WA1817, and WW1817 - Formerly CO1817)) for an increase in the not to exceed from $715,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $820,000.

 

BACKGROUND INFORMATION:

                     BGE, Inc. is currently under contract with the City for design and construction administration services related to the East Louisiana Street Infrastructure Improvements.  As detailed design has progressed, the following additional services have/will be required which were not included in BGE’s original contract:

o                     Modifications to the drainage design to accommodate revisions being included in the SH 5 reconstruction project.

o                     Additional coordination with TUPPS development and East Louisiana Parking Lot.

o                     Design adjustments to the parking lot driveway and roundabout to accommodate truck turning movements, including consideration of multiple alternative route and truck types.

o                     Modifications and enhancements to the streetscape design and aesthetics to unify the East Louisiana Street project with the Municipal Complex and Virginia Street projects.

o                     Additional construction administration support services.

                     Construction of the project began in August 2022. Adjacent infrastructure improvements along Green Street and Andrews Street (CIP Projects ST2267, WA2267, WW2267) were bid and included with improvements along East Louisiana Street. Construction of both projects is expected to be completed by fall 2023.

                     BGE, Inc. submitted a proposal for $96,060.00 for these additional services ($809,049.00 aggregate contract total), which has been reviewed by staff and exceeds the previously authorized not to exceed amount of $715,000.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a supplemental agreement with BGE, Inc., for an increase in the not to exceed contract amount from $715,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $820,000.

                     Funding for this contract is included in the Capital Improvements Program (ST1817, WA1817, and WW1817).

o                     Project ST1817 - $89,250.

o                     Project WA1817 - $13,650.

o                     Project WW1817 - $2,100.

                     With approval of this item, $999,285 will remain in project ST1817, $46,625 will remain in project WA1817, and $61,375 will remain in project WW1817.
