ITEM SUMMARY:
• In FY23, the Housing and Community Development Department was allocated $175,000 to address the prevention of and mitigate the effects of homelessness.
• Staff is requesting City Council approval for expenditures to post “Have a Heart/Give Smart” anti-panhandling signage throughout the City at high traffic/panhandling locations.
• Funding from the Homeless Prevention and Mitigation funding is also requested for Legal Aid of Northwest Texas to provide legal services to homeowners seeking clear title to their home, as well as eviction prevention and removal of barriers for renters.
BACKGROUND INFORMATION:
• The preliminary recommendations from the EPS Neighborhood Preservation Plan pointed out that lack of clear title prevents many homeowners, particularly those in East McKinney, from accessing City funded home rehabilitation programs and property tax exemptions, to which they are otherwise entitled.
FINANCIAL SUMMARY:
• $175,000 is budgeted in account # 001-1253-413-8516.
