RECOMMENDED CITY COUNCIL ACTION: Approval of Resolution

 

ITEM SUMMARY:

This resolution authorizes the City Manager to enter into negotiations with Balcones Recycling, Inc, for recycling processing services and Frontier Texas Ventures I, LLC dba Frontier Waste Solutions for the collection of solid waste and recycling.

 

BACKGROUND INFORMATION:

                     The City issued solicitation (23-11RFP) Solid Waste & Recycling Collection and Recycling Processing Services.  Specifically, the RFP was advertised as follows:

o                     Advertised in the McKinney Courier Gazette

o                     Posted on McKinney TV

o                     114 matching eBid Supplier Notifications

o                     Including 6 Historically Underutilized Business Supplier Notifications

                     Out of 114 supplier notifications, six proposals were received on Thursday, February 16, 2023. Proposals were received from the following firms:

o                     Waste Connections of Texas

o                     Frontier Waste Solutions

o                     Republic Services

o                     FCC Environmental Services Texas, LLC

o                     Balcones Recycling, Inc.

o                     CARDS Dallas

                     The proposals were reviewed by Procurement Services and Burns & McDonnell, the City’s consultant, for responsiveness and whether the contents complied with the terms and conditions of the RFP. After review, one response was determined to lack required information and was disqualified from further evaluation. In accordance with the terms of the RFP, collection services and recycling processing were scored individually to allow the City to award respondents who could perform both or to award each service as an independent contract.

                     The proposals were reviewed and scored on technical criteria by the Evaluation Committee comprised of members of the City Manager’s Office, the City Attorney’s Office, Public Works, and Financial Services. The following criteria were considered-

o                     10 Points- Satisfaction of the Minimum Requirements

o                     10 Points- Experience and Qualifications

o                     15 Points- Proposed Approach

o                     5 Points- Deviation and Compliance

o                     5 Points- Financial and Litigation History

                     After completing technical evaluation and scoring, proposals exceeding the minimum threshold of thirty (30) points from the technical evaluation were then scored for cost. The cost criterion was worth fifty-five (55) points. All five (5) remaining proposals met the threshold requirement and were scored on annualized cost. The proposal with the lowest cost received all available points for this criterion with all other proposals receiving a proportional share of the points based on the proration of their cost to the lowest cost provided.

                     Based on scores to this point in the evaluation process, a shortlist of four respondents was created and the City interviewed Waste Connections of Texas, Republic Services, Frontier Waste Solutions, and Balcones Recycling, Inc. In accordance with the RFP, evaluators were able to adjust scoring of the technical criteria if necessary, after participating in the interview process.

                     Based on the results of the combined scores for the proposals and interviews, the evaluation committee is recommending the City move forward with exclusive negotiations for collection services with Frontier Waste Solutions and for recycling processing with Balcones Recycling, Inc.
