RECOMMENDED CITY COUNCIL ACTION:

Approval of Resolution authorizing the City Manager to apply for the EECBG voucher program application and to receive the formula-based eligible funds allocated to the City of McKinney if awarded.

ITEM SUMMARY:

The Department of Energy (DOE) has created a formula to award funding eligibility for local governments through the Energy Efficiency and Conservation Block Grant (EECBG) Program. The City of McKinney is an eligible local government entity that has been allocated to receive up to $219,230 in these funds based on population numbers for the city and the county.

There are two ways to receive these eligible funds either through the submittal of a grant or voucher application process to the DOE. The voucher application is recommended for local governments eligible to receive $250,000 or less.

We are proposing to submit an application for the voucher program for equipment reimbursement to install energy efficient LED arterial street lighting on a planned city street lighting project along Redbud Blvd between White Ave and Wilmeth Rd, and surrounding roadways. A location map is provided as an attachment.

Receiving this eligible funding allocation is not guaranteed. The city must follow the steps below to receive these funds through the Voucher Program for equipment reimbursement.

1.                     Submit Pre-Award Information Sheet - due April 28, 2023

(In order to meet this deadline, the attached signed pre-award information sheet was submitted prior to this City Council meeting. The submittal of this form does not result in the city receiving the eligible funds. However, the form was required to apply for these funds through the voucher program for equipment reimbursement).

2.                     Submit an Energy Efficiency and Conservation Strategy (EECS) - must be submitted within 1 year after effective date of the award

3.                     Submit an EECBG Formula Program Voucher Application - due January 31, 2024
