RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This phase will convert the four northwestern fields (fields 5-8) to synthetic turf, upgrade fields 3 and 4 with high quality natural grass, enhance the existing restroom/concession area plaza, renovate the championship field and modify parking areas. Additional improvements include new fencing, adding shade for participants and spectators and adding pedestrian trail connectivity.
• The conversion from grass to synthetic turf will greatly increase the playability of the fields and increase the ability of securing nationwide tournaments.
• This agenda item will authorize a professional services contract with LJA Engineering to provide landscape architectural and engineering services related to the renovation of 7 soccer fields and various park improvements at McKinney Soccer Complex at Craig Ranch, in a contract amount of $774,335 and not to exceed $850,000.
BACKGROUND INFORMATION:
• LJA was selected from a list of pre-qualified landscape architectural firms that Council approved on July 19, 2022.
• LJA has completed the master plan for the overall complex and well as design for the current construction project which includes fields 1-2 and 9-12 conversion to synthetic turf, two new restroom/concession buildings, enhanced complex entrances and pedestrian connectivity.
• The 65-acre soccer complex was originally constructed in 2005.
• McKinney Soccer Complex at Craig Ranch is located at 6372 Collin McKinney Parkway.
FINANCIAL SUMMARY:
• This project (PK1906) is a FY22-23 Capital Improvements Program funded by Parkland Dedication Funds Zone 3 and bond monies.
• Upon approval of this item and companion item to increase the budget of this project, $664,468 remains in the project.

• On May 11, 2023, the Parks, Recreation and Open Space Advisory Board was briefed on this item.
