RECOMMENDED CITY COUNCIL ACTION:                     

                     Provide direction regarding future yard waste/composting program and services

 

ITEM SUMMARY: 

                     Review and discuss update to yard waste//composting program and services

 

BACKGROUND INFORMATION: 

                     Texas Pure (Plano) interlocal agreement with NTMWD providing yard waste and composting service to the member cities will expire in April 2026.

                     Texas Pure reported it is operating at a deficit and the ILA with NTMWD and MOU with member cities must be modified to address the deficit.

                     Texas Pure set higher yard waste diversion rates based on revenues and expenditures, and therefore the City decided to seek bids in the commercial market for the same services.

o                     Results in lower cost of operation

o                     No change to services for residents

o                     McKinney will remain a member city and continue to partially participate in the regional yard waste program by allowing residential drop-off in Plano until April 2026.

o                     Residents will also be able to drop-off at the selected contractor’s facility in Celina.
