RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a Standard Utility Agreement (SUA) and Any Necessary Supplemental Agreements with TxDOT for reimbursement of expenses for the SH 5 Utility Relocations (Power House Street to Spur 399) Project (CIP Projects WA1633 and WW1633).

 

BACKGROUND INFORMATION:

                     TxDOT’s design for SH 5 roadway improvements from Spur 399 to Power House Street is underway referenced as CSJ 0047-05-054.

                     The planned improvements to SH 5 include a complete reconstruction as a 4-to 6-lane divided roadway. Construction of the planned improvements is estimated to begin in 2025 following City of McKinney relocation of water/wastewater facilities and TxDOT acquisition of necessary right-of-way.

                     The City is currently under contract with Kimley-Horn and Associates, Inc. who is providing professional consulting engineering services related to the SH 5 Utility Relocations (Power House Street to Spur 399) Project (CIP Projects WA1633 and WW1633).

                     The SH 5 Utility Relocations (Power House Street to Spur 399) Project (CIP Projects WA1633 and WW1633) consists of required relocations and betterment of existing city water distribution mains and wastewater collection mains which have been identified to be in conflict with the proposed improvements to SH 5 by TxDOT.

                     Permanent easements and temporary construction easements are being acquired in areas where the space is limited for the relocated water and wastewater lines along the project limits.

                     The SUA will establish the reimbursement percentage that the City will receive from TxDOT for the total cost of the City utility relocation project, including design, easement acquisition, construction, project management, and construction inspection.

                     Construction plans for the SH 5 Utility Relocations (Power House Street to Spur 399) Project (CIP Projects WA1633 and WW1633) are complete and currently bidding.

                     The SUA must be fully executed before the City’s utility relocation work begins to be eligible for reimbursement by TxDOT.

FINANCIAL SUMMARY:

                     The total cost of the City’s utility relocation project, including design, easement acquisition, construction, project management, and construction inspection is approximately $28,119,722.

                     The estimated reimbursement percentage from TxDOT is anticipated to be 7.55% of the City’s costs, or $2,123,037, and is anticipated to be paid by TxDOT in 2026 after the completion of the City’s utility relocation project.
