* This Resolution authorizes the City Manager to enter into a contract with HUB International Texas, Inc. of Dallas, Texas for Employee Benefits Consulting Services.

* The City issued a Request for Proposals, 24-34RFP for Employee Benefits Consultant on December 10, 2023.
o Advertised in McKinney Courier Gazette
o Posted on McKinney TV
o 131 matching eBid Supplier Notifications, including 5 Historically Underutilized Business (HUB) suppliers

* Of the 131 supplier notifications, ten (10) proposals were received on January 11, 2024.

* An evaluation committee comprised of staff from Human Resources, Finance and City Manager's Office reviewed and scored the proposals based in the following criteria:
o 35 Points - Firm's proposed services meet the objectives of this request for proposals and the needs and requirements of the City of McKinney.
o 30 Points - Cost of services.
o 20 Points - Firm's & proposed project team/staff's qualifications and experience.
o 10 Points - Additional services and support provided.
o 5 Points - References & recent proven success.

* Based on the results of the evaluated proposals, the evaluation committee is recommending award and execution of contract with the top-ranked respondent, HUB International Texas, Inc. to provide Employee Benefits Consulting Services.
