RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This resolution authorizes the City Manager to execute a contract in the amount of $722,500, as well as all required supplemental agreements thereto, with Binkley & Barfield Inc. for professional engineering design services for the FY 23 Combined Infrastructure Reconstruction (Tucker, Waddill) Project (CIP Project ST2309, WA2309 and WW2309), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $840,000.

BACKGROUND INFORMATION:
* City of McKinney has investigated areas of concerns due to aging infrastructure. The FY24-28 Capital Improvement Program (CIP) includes funding for comprehensive infrastructure improvements are as follows:
o Waddill Street from Pearson Avenue to Tucker Street
o Tucker Street from Waddill Street to Board Street
o College Street from Jones Street to Lamar Street
o Board Street from Walker Street to Foote Street
* Binkley & Barfield Inc. submitted a proposal for this project in the amount of $722,500.00 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:
o Basic Services (Design and Bid Phase Services)
o Special Services (Surveying for Design, Subsurface Utility Engineering, Geotechnical Investigation, Public Involvement, Environmental Investigation, registration with Texas Department License and Registration and Storm Sewer Desig...
