ITEM SUMMARY: 

                     This Resolution authorizes formal rejection of the sole bid received under Solicitation 23-19FP for Type 1 Portland Cement.

 

BACKGROUND INFORMATION: 

                     The City issued Invitation to Bid, 23-19FP on March 12, 2023, for Type 1 Portland Cement.

 

o                     Advertised in the McKinney Courier Gazette

o                     Posted on McKinney TV

o                     107 matching eBid supplier notifications which included six (6) Historically Underutilized Business (HUB) suppliers

 

                     Out of 107 supplier notifications, one (1) bid was received on April 6, 2023 from Core CMCI of Dallas, TX.

                     Due to the volatility of pricing, Contractors are becoming hesitant to participate in fixed-price contract bidding.

                     The Procurement Services department evaluated the sole bid received for Type 1/1L Dry Powder Portland Cement and compared the pricing to existing market prices. However, due to the significant cost of the bid item(s), the bid was deemed unsatisfactory. As a result, the department is recommending that the Council reject the bid.
