ITEM SUMMARY:
• This Resolution authorizes formal rejection of the sole bid received under Solicitation 23-19FP for Type 1 Portland Cement.
BACKGROUND INFORMATION:
• The City issued Invitation to Bid, 23-19FP on March 12, 2023, for Type 1 Portland Cement.
o Advertised in the McKinney Courier Gazette
o Posted on McKinney TV
o 107 matching eBid supplier notifications which included six (6) Historically Underutilized Business (HUB) suppliers
• Out of 107 supplier notifications, one (1) bid was received on April 6, 2023 from Core CMCI of Dallas, TX.
• Due to the volatility of pricing, Contractors are becoming hesitant to participate in fixed-price contract bidding.
• The Procurement Services department evaluated the sole bid received for Type 1/1L Dry Powder Portland Cement and compared the pricing to existing market prices. However, due to the significant cost of the bid item(s), the bid was deemed unsatisfactory. As a result, the department is recommending that the Council reject the bid.
