RECOMMENDED CITY COUNCIL ACTION:
* Appoint a member to the NCTCOG 9-1-1 (NCT9-1-1) Emergency Communications District Board of Managers, effective this date until December 31, 2025

ITEM SUMMARY:

* McKinney City Council will appoint a member for the vacant McKinney seat to the NCT9-1-1 Emergency Communications District Board of Managers to a term expiring December 31, 2025. The appointed member must be an elected official of the city, and members can be elected multiple times.

* The program responsibilities of the NCT9-1-1 Board of Managers are to:
o Name, control and manage the District
o Annually adopt the Strategic Plan, Budget, and Service Fee for NCT9-1-1
o Adopt, alter, or amend the policies of the District

* The board generally meets once quarterly. The remaining 2024 meetings will be held on
o June 12
o September 18
o December 11

BACKGROUND INFORMATION:

* In the 84th Session of the Texas Legislature, SB 1108 was passed to allow councils of governments to form 9-1-1 Districts whereby all fees collected from citizens and businesses within these districts are remitted directly to the districts to be used solely for the provision of 9-1-1 services. It also called for these districts to be governed by local elected officials from member counties and cities.

* The North Central Texas COG (NCTCOG) currently administers 9-1-1 services under the direction of the Texas Commission on State Emergency Communications. To pay for the provision of these 9-1-1 services, state law provides for a $0.50 fee to be collected each mon...
