RECOMMENDED CITY COUNCIL ACTION: Elect a TIRZ2 Board Vice Chair with a term effective for calendar year 2024 until December 31, 2024.
ITEM SUMMARY:
• The TIRZ2 Bylaws, most recently amended as Ordinance No. 2017-01-011, state:
o Each year the City Council shall annually designate one (1) member of the Board of Directors to serve as chairman for a one (1)-year term….; and
o The Board of Directors shall elect from its members a vice chairman to preside in the absence of the chairman or when there is a vacancy in the office of chairman.

BACKGROUND INFORMATION:
• The TIRZ2 Board was created in 2010 under criteria set forth in the Tax Increment Financing Act (Texas Tax Code, Chapter 311) for the purpose of enhancing the value of all taxable real property in the zone.
• On December 5, 2023, the City Council designated Charlie Philips as TIRZ2 Board Chair for calendar year 2024.
• Rick Franklin was the most recent TIRZ2 Vice Chair, elected for the calendar 2023 (expired December 31, 2023)
