RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution
ITEM SUMMARY:
• The City of McKinney is submitting an application for assistance to the Texas State Soil and Water Conservation Board (TSSWCB) for the rehabilitation of National Resources Conservation Service Floodwater Retarding Structures 15 and 16 East Fork Above Lavon (NRCS FRS 15 and 16 EFAL)
• NRCS FRS 15 and 16 are located in city limits between County Roads 168, 201 and 1006 as shown on the attached location map
• These are the final two NRCS-assisted structures left to rehabilitate within current city limits
• The application is being submitted by the City on behalf of the local sponsoring local organizations (SLO’s). These organizations are:
o Collin County
o Collin County Soil and Water Conservation District
o City of McKinney
• A requirement of the application is to attach a statement of commitment by each of the SLO’s that they will commit to:
o Cooperate on the project with other sponsors
o May consider entering into a contract with the State Board relating to the project’s completion
o Is aware the State Board may not pay more than 95 percent of the total project cost
• The property owner where the dams are located, McKinney Ranch, Ltd., has generously offered to fund the 5% local match
• The attached resolution commits the City to the above items and authorizes the City Manager to sign grant documents
BACKGROUND INFORMATION:
• Similar resolutions have been adopted for 8 other lake projects within McKinney city limits for previous projects with grant funding.
FINANCIAL SUMMARY:
• The TSSWCB grant is for 95% of the project costs
• The other 5% of the project cost is to be funded by the property owner
