RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution

ITEM SUMMARY:
* This Resolution names the Texas Department of Transportation (TxDOT) as the City's agent to administer an Airport Master Plan Update (MPU) project.
* Ensures TxDOT that the City of McKinney supports the project's implementation and is prepared to meet its 10% cost share of the project.
* Authorizes the Interim City Manager or City Manager to execute all documents and agreements with the State of Texas for the MPU that will earn the City a 90% federal funding grant for the cost of the project.

BACKGROUND INFORMATION:
* The last MPU was conducted in 2003 and 2004 and approved February 2006.
* An Airport Layout Plan (ALP) Update was conducted in 2011-12 as a result of constructing a new control tower and runway.
* This MPU was requested and approved as a project by TxDOT in response to significant events having an impact on the operations of McKinney National Airport since the 2012 ALP Update.
* Those events include acquisition of the FBO and its facilities, creation of McKinney Air Center, increased aircraft operations, increased demand for hangars, aircraft and auto parking, an expanded GA passenger terminal and relocation of the US Customs office.

FINANCIAL SUMMARY:
* The City's 10% share, approximately $33,333 is available in the FY16 Airport Operating Fund budget.

* The grant and match will be included in the FY2017 - 2021 Capital Improvement Program as Project AI1648.
