RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Wall Enterprises, contingent upon receipt of written concurrence from the Texas Department of Transportation, for the McKinney On-Street Bicycle Treatment Project for a total contract amount not to exceed $260,000.

BACKGROUND INFORMATION:
* This item was included on the August 16, 2016 Regular Council Meeting and was tabled by vote (at staff recommendation) to await concurrence from the Texas Department of Transportation (TxDOT) on the award recommendation.
* In August 2014, TxDOT executed a Local Participation Advance Funding Agreement (LPAFA) with the City of McKinney for the installation of on-street bicycle signage in the amount of $250,000 where the local (City of McKinney) contribution is 20% ($50,000) and the federal contribution is 80% ($200,000).
* City of McKinney Engineering prepared the construction plans, approved by TxDOT, for this project which consists of on-street bicycle signing placed at locations in accordance with the City of McKinney On-Street Bicycle Transportation Master Plan.
* Two (2) bids were received for this project on Thursday, July 28, 2016. The following is a summary of the bid:
