RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution

ITEM SUMMARY:
* This Resolution authorizes a contract with Garver, LLC to provide consulting engineering services for the design of the Arterial Capacity Improvements Project (ST1618) for an amount not to exceed $300,000.

BACKGROUND INFORMATION:
* The intersections of US 380 and Hardin Boulevard, Westridge Boulevard and Custer Road, and Virginia Parkway and Ridge Road are in need of capacity improvements.
* At US 380 and Hardin Boulevard, right turn lanes will be added to all approaches along with dual northbound and southbound left turn lanes.
* At Westridge Boulevard and Custer Road, an eastbound right turn lane will be added.
* At Virginia Parkway and Ridge Road, an additional northbound left turn lane will be added while extending the existing left turn lane along with adding an eastbound right turn lane.
* These improvements will also necessitate improvements to and modification of the existing traffic signals at the three intersections.
* Garver, LLC submitted a response to RFQ 15-38 for Roadway Design. They were one of ten firms shortlisted by City Council on October 20, 2015.
* Garver, LLC submitted a proposal for this project in the amount of $269,215.
* The preliminary opinion of probable construction cost is $2,105,500.
* The fee for basic services is $188,841 (9.0% of the construction cost) and the fee for special services is $80,374 (3.8% of the construction cost).
