RECOMMENDED CITY COUNCIL ACTION:
* Approval of the resolution.
ITEM SUMMARY:
* This resolution authorizes the City Manager to amend the Texas State Soil and Water Conservation Board (TSSWCB) Project Agreement for federal funding to increase the maximum agreement amount from $351,000 to $4,500,000.
* The primary reason for the change is to add construction funding to the agreement, which has been the intention all along.
* This amendment also extends the term of the agreement from June 30, 2018, to June 30, 2020, to cover the entire anticipated construction period.
BACKGROUND INFORMATION:
* This dam, known locally as Brinkmann Ranch Lake, is located north of US 380 between Lake Forest Drive and Hardin Boulevard. It does not meet current safety standards. A failure of the dam would result in significant property damage and the potential loss of life.
* City Council approved the original TSSWCB Project Agreement for federal funding at a meeting on January 3, 2017.
FINANCIAL SUMMARY:
* At the time of the original agreement, it was agreed to show $0 for the estimated construction cost then amend the agreement later when actual construction costs were known. The bid opening occurred on May 10, 2018. The low bid amount was $4,960,863.70. The agreement is now being amended to add construction funding.
* The estimated project costs are as follows:
