RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution.

ITEM SUMMARY:
* This Resolution authorizes the City Manager to execute a professional services agreement with Scobilt Contractors, Inc. to provide design / build services in conjunction with the pre-construction phase of the Old Settler's Recreation Center Renovation Project (PK4398) located at 1201 E. Louisiana Street, McKinney, Texas 75069 in an amount not to exceed $200,000.
* The recommended contractor, Scobilt Contractors, Inc., has submitted a proposal to provide the preconstruction services portion of the design / build professional services contract in the amount of $184,600.

BACKGROUND INFORMATION:
* A Request for Qualifications (RFQ) 18-32RFQ for design / build services was issued the first of April 2018. Ten firms attended the non-mandatory pre-submittal conference and two firms submitted statements of qualifications.
* The submitted statements of qualifications were evaluated by city staff and by members of the Parks and Recreation, Public Works and Purchasing departments.
