RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This Resolution authorizes the City Manager to execute a contract in the amount of $434,793, as well as all required supplemental agreements thereto, with Cobb, Fendley & Associates, Inc. for professional consulting engineering services for the Main Replacements & Street Rehab (Northwood Park / Westwood Park Area) Project, for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $480,000.

BACKGROUND INFORMATION:
* The FY19 annual budget includes funding for replacement of existing water mains, wastewater mains, and street pavement which have reached the end of their service life and/or which have known maintenance concerns.
* Funding for these improvements were allocated in the FY19-23 Capital Improvements Plan under "umbrella" projects ST1622 (Street Reconstruction), WA4336 (Substandard Mains - Water), and WW4350 (Substandard Mains - Wastewater).
* As specific projects using these funds are identified on an annual basis, a new capital project is created and funded based on available budget.
* Engineering staff has previously worked with the Public Works Department to identify water, wastewater, and street improvements to be initiated in FY19.
