RECOMMENDED:
* Conduct Public Hearing to Consider/Discuss/Act on Substantial Amendments to City of McKinney 2019-2020 Annual Action Plan for the Community Development Block Grant (CDBG)

ITEM SUMMARY:
* Item 1 (Scope of work): Use of funds for Homeless Prevention Program to provide beneficiaries rental or utility Emergency assistance. Awarded amount was in the amount of $7,514 under the 2019-2020 Annual Action Plan, approved by McKinney City Council (8/5/2019) and HUD under the FY 2019 Program year of CDBG funding. (Request): Changing use of funds under Community Lifeline Center, per agency request, to use funds for summer feeding program for children in the months of June - August, 2020 in the amount of $7,000.

* Item 2 (Scope of work): Use of funds for Homeless Prevention Program to provide beneficiaries rental or utility Emergency assistance. Awarded amount was in the amount of $7,514. (Request): Use the CDBG funds in the amount of $500 as leveraged public services for the city's Rapid Rehousing Program, which provides housing to individuals experiencing homelessness. The amount of $14 will be reallocated to the 2020-2021 CDBG program.

* Federal regulations at 24 CFR 91.105(c) identify a change in the use of CDBG funds from one eligible activity to another, or a change in scope for the use of funds will require a substantial amendment.
