RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Ordinance

ITEM SUMMARY:
* This Ordinance amends the Fiscal Year 2019-2020 Annual Budget Program in the amount of $1,575,000 for the Food Card Assistance Program for the City of McKinney to provide food cards on behalf of the other member cities: Allen, Frisco and Plano. In addition, the Ordinance amends the Fiscal Year 2019-2020 Annual Budget Program in the amount of $50,000 for the administrative services provided by the City of McKinney, on behalf of the three (3) member cities.
* The Interlocal Agreement, with the member cities, for the Food Card Assistance Program, was approved by City Council, at the June 16, 2020 City Council meeting.

BACKGROUND INFORMATION:
* Collin County received CARES Act Funding to provide ready funding to address unforeseen financial needs and risks created by the COVID-19 public health emergency. The Food Card Assistance Program (FCAP) is funded through this allocation from the Collin CARES funding.
* Each of the four (4) CDBG Entitlement Cities in Collin County (Allen, Frisco, McKinney and Plano) budgeted $525,000 for the FCAP for a total of $1,575,000 from the other three member cities.
* In the Interlocal Agreement approved by McKinney City Council on June 16, 2020, each of the three member cities also agree to provide a total of $50,000, based on their pro-rata share of the costs incurred by the City of McKinney, for administration of the Emergency Housing and Living Assistance Program.
