ITEM SUMMARY:
* The City of McKinney receives federal funding from the U.S. Department of Housing and Urban Development (HUD) for eligible projects and activities under the Community Development Block Grant (CDBG). As a grantee, the City is required to complete a planning document called the Consolidated Plan every five years. This planning document is enhanced through a participatory process with the public and serves to identify housing and community development needs and market conditions, to make data-driven, place-based investment decisions in our community

* The City of McKinney has participated as a HUD Entitlement Community since
FY 2003. The Consolidated Plan 2020-2024 will cover programs years through October 1, 2020 through September 30, 2025. Each year of the plan, eligible projects and activities are carried out through the Annual Action Plan: consisting of federal and non-federal resources to benefit predominately low to moderate income McKinney residents through nonprofit agencies and city administered programs. The City reports on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER) at the end of each program year in December.

* Staff began the process for the 2020-2024 Consolidated Plan in January 2020, engaging the public and community leaders to shape the priorities and activities; the process serves as the framework for community-wide dialogue. The Consolid...
