                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution provides support of a freeway alignment (depicted as “Segment B” on “Exhibit A”) and opposition of a freeway alignments (depicted as “Segment A” and “Segment F” on “Exhibit A”) for a portion of the proposed US 380 freeway generally between future Coit Road and Future Ridge Road based on alignment alternatives being considered by the Texas Department of Transportation (TxDOT) for evaluation during the Environmental Impact Statement (EIS) study phase for the project area from Coit Road to FM 1827 (TxDOT CSJs: 0135-02-065, 0315-03-053).

                     The Resolution is consistent with previous McKinney City Council resolutions (Resolution No. 2019-10-128R and Resolution No. 2020-10-147R) which provided previous opposition of any alignment alternative that converts the existing US 380 into a limited access freeway and provided support of US 380 freeway alignment generally between Future Ridge Road and Community Avenue along with guiding principles.

 

BACKGROUND INFORMATION:

                     TxDOT initiated the US 380 Collin County Feasibility Study in 2017 to analyze potential roadway alternatives for US 380 through Collin County to support projected long-term growth and mobility within the county.

                     Through the efforts of the feasibility study, TxDOT provided a recommended freeway alignment in May 2019.

                     City Council has previously adopted Resolution No. 2016-05-064R and Resolution No. 2019-10-128R, stating the City of McKinney does not support the conversion of US 380 to a limited access roadway because of the significant amount of ROW needed for this conversion will adversely impact many existing businesses and approved planned developments currently along the corridor.  Adverse impacts to these businesses and developments will also negatively influence an important portion of the city’s commercial tax base.

                     Following the completion of the US 380 Collin County Feasibility Study in March 2020, TxDOT is initiating the environmental study (EIS) phase of the project. This phase of the project seeks to further evaluate the impacts of the alignments depicted in “Exhibit A” based on additional environmental factors and more thorough technical data. This environmental study phase is expected to take two years to complete from issuance of a publication of the Notice of Intent (NOI) before TxDOT can provide a Record of Decision and begin right-of-way acquisition.

                     TxDOT hosted an agency scoping meeting on October 29, 2020 related to the US 380 Environmental Impact Statement (EIS) from Coit Road to FM 1827 (TxDOT CSJs: 0135-02-065, 0315-03-053). During the meeting, TxDOT presented the alignment options that would be evaluated as part of the EIS. The proposed alignments include the May 2019 Texas Department of Transportation recommended freeway alignment” (depicted as “Segment A" in “Exhibit A”), an evaluation of widening US 380 in place (depicted as “Segment F” in “Exhibit A”), and introduced a new alignment (depicted as “Segment B” in “Exhibit A”) to be evaluated generally between Coit Road and Future Ridge Road.

                     The new alignment (depicted as “Segment B” in “Exhibit A”) introduced by TxDOT generally diverges from existing US 380 west of Custer Road/FM 2478 and is consistent with previous City of McKinney recommendations during the feasibility study phase to support:

o                     Improved viability of east-west mobility through a more gradual and direct divergence from existing US 380 as far west as possible.

o                     Reduced congestion levels at the existing major intersection of Custer Road/FM 2478 and US 380 by increasing separation from a US 380 freeway facility.

o                     Reduced impacts to existing development fronting and adjacent to existing US 380 generally between Independence Parkway and Ridge Road.

o                     Utilization of existing undeveloped properties generally north of US 380 and east of Custer Road/FM 2478.

                     Although a resolution from the City of McKinney supporting and/or opposing  alignments related to a future US 380 limited access freeway facility may not directly influence the outcome of  the TxDOT environmental (EIS) phase, it provides an opportunity for the City Council to convey or reinforce its position as a governing body.
